What is Emergency Planning?

Major incidents and disruptive challenges requiring urgent action can strike suddenly, unexpectedly and anywhere.  Many agencies (for example Police, Fire, Ambulance, National Health Service, Local Authority etc) have a part to play in dealing with these emergencies and their aftermath. 

Accidents, whether human or natural, occur from time to time. They can occur on a small or large scale, severe weather, widespread infectious diseases of humans or animals, a transport disaster, a pollution incident, coastal flooding or a terrorist attack etc.

Health Emergency Planning is the process whereby the Trust plans and prepares to respond to and deal with major emergencies and various incidents (including health protection issues and business continuity planning) and assist in the welfare and recovery of the community.  The aim of Emergency Planning is to maintain appropriate arrangements and procedures that enable the Trust to respond to and manage major incidents whilst maintaining necessary services during disruptive challenges, whatever the cause.

The aim of the Emergency Planning Team is to assess the threats and risks to Liverpool and plan for the response and recovery should an incident occur. The ultimate objective is to minimise impact of disaster on the day-to-day lives of the community and the environment and to assist the return to normality.

In the event of a major emergency it is crucial that everyone understands what their role is, and what they need to do. This will help us to:

  • Minimise the effects of an emergency as far as possible
  • Contain the immediate effects
  • Preserve essential services
  • Protect the population and the environment
  • Restore normally as quickly as possible
  • Preserve essential services

An emergency can be:

  •  An event or situation which threatens serious damage to human welfare
  • An event or situation which threatens serious damage to the environment
  • War or terrorism which threatens serious damage to security
